Important: Some banks don't do reconsideration at all, including Discover, TD Bank, and HSBC. Don't waste your time calling these - if they decline you, it's final.
Remember: The person on the other end of the line wants to help if they can. Make it easy for them to say yes by being prepared and professional.
If reconsideration doesn't work out, wait a few months and try applying for a different card. Sometimes timing is everything with credit applications.
